H.E. Kuoch Somean<\/strong><\/a> began working at the Ministry of Labour and Vocational Training in 2012, and has held key positions such as, Secretary General of the General Secretariat of National Council for Minimum Wage, Deputy Director General of the National Employment Agency, and advisor to the ministry. H.E. Somean currently serves as the Secretary of State for the Ministry of Labour and Vocational Training. H.E. Somean has made significant contributions to Cambodia\u2019s public employment services, labour market systems, social security, minimum wage framework, and other national policies. H.E. Somean holds a Master\u2019s in Applied Labour Economics for Development from France and Italy and a Master\u2019s in Management from France. H.E.
