H.E. Mrs. Sovann Vannaroth is a prominent female leader and the Permanent Secretary of State dedicated to developing Cambodia’s labour system since 2014. Holding a Master’s Degree in Business Law from Jean Moulin Lyon 3 University (France).

Her key contributions include the successful amendment of major laws, such as the Law on Labour, the Law on Trade Unions, the Law on Minimum Wage, and the Law on Social Security Schemes. H.E. currently leads the drafting of the Law on Occupational Safety and Health and is updating national policies to address the rapid evolution of the world of work, focusing on digital transformation, the green economy, and climate change.
