Speaking as a panelist during a special discussion on “Transitioning Cambodiaโ€™s Workforce toward a Digital and Circular Economy”โ€”part of the 2nd National Conference on Labor Economics 2025, held on the morning of December 15, 2025โ€”H.E. Heng Sour, Minister of Labor and Vocational Training, stated that the transition of Cambodiaโ€™s workforce toward a digital and circular economy entails the transformation and development of skills and jobs, as well as the restructuring of the workforce. This process is designed to respond to shifts in the modern economic structure, which is increasingly based on digital technology and the sustainable use of resources.

On the same occasion, the Minister also highlighted the critical importance of a highly skilled workforce in expanding employment opportunities and generating sustainable income, while simultaneously mitigating environmental impacts and addressing climate changeโ€”all with the ultimate goal of realizing Cambodiaโ€™s Vision 2050. His Excellency the Minister highlighted that the Ministry of Labour and Vocational Training and the Ministry of Education, Youth and Sport are working in close collaboration to develop an educational pathway for Cambodia, which is set to be launched soon. This new pathway will offer flexible learning options by integrating a vocational track at the upper secondary education level. This initiative aims to provide students with better choices to pursue vocational skills based on their personal interests, thereby responding to the structural transformation of Cambodiaโ€™s modern economy, reducing dropout rates, andโ€”most importantlyโ€”increasing the number of students who acquire the technical and vocational skills essential for the labour market and local economic potential.

It should also be noted that this 2nd National Conference was organized to serve as a platform for fostering collaboration and knowledge exchange, facilitating the sharing of research findings and new innovations. This conference also provides an opportunity to gain an in-depth understanding of the challenges and strategic solutions within Cambodiaโ€™s labor market. It aims to align the future outlook of the Cambodian labor landscape with socio-economic developments, while contributing to the establishment of a solid foundation for achieving Cambodiaโ€™s 2050 Vision.
