San Lwin serves as the Deputy Secretary-General of the ASEAN Secretariat for the ASEAN Socio-Cultural Community (ASCC) for the 2024–2027 term. He supports the ASEAN Secretary-General in realizing the vision of the ASEAN Socio-Cultural Community and implementing the ASCC Blueprint—ensuring clear prioritization and alignment with the ASEAN Vision 2025—while also overseeing the work of the ASCC departments within the ASEAN Secretariat. He spent 41 years serving in various capacities at the Ministry of Foreign Affairs of Myanmar. His most recent position was as Myanmar’s Ambassador to Austria, with concurrent accreditation to the Holy See and Lithuania. In addition to his diplomatic postings, he served as the Permanent Representative of Myanmar to the United Nations Office in Vienna and as the Deputy Permanent Representative of Myanmar to the United Nations in New York. His Excellency received a Bachelor of Science degree from the University of Arts and Science, Rangoon.
