ឯកឧត្តម ប្រុញ សុភាណា គឺជាអ្នកជំនាញផ្នែកគោលនយោបាយសាធារណៈ និងសិក្សាស្រាវជ្រាវ ព្រមទាំង មានបទពិសោធន៍ក្នុង វិស័យអភិវឌ្ឍន៍ជំនាញ និងទីផ្សារការងារ។ ក្នុងតួនាទីជា អគ្គលេខាធិការ នៃអគ្គលេខាធិការដ្ឋានក្រុមប្រឹក្សាជាតិប្រាក់ឈ្នួល អប្បបរមា នៃក្រសួងការងារ និងបណ្តុះបណ្តាលវិជ្ជាជីវៈ ឯកឧត្តម បានដឹកនាំការស្រាវជ្រាវប្រធានបទនានាអំពីប្រាក់ឈ្នួល ទីផ្សារការងារ និងស្ថានភាព ម៉ាក្រូសេដ្ឋកិច្ច ដើម្បីគាំទ្រដល់ការអភិវឌ្ឍគោលនយោបាយពាក់ព័ន្ធ។ បច្ចុប្បន្ន ឯកឧត្តម ក៏ជាប្រធានលេខាធិការដ្ឋានអន្តរក្រសួង ទទួលបន្ទុកជំរុញការអនុវត្តផែនទីបង្ហាញផ្លូវរបស់កម្ពុជាសម្រាប់កាតាលីករសកលស្តីពីការងារសមរម្យ និងការគាំពារសង្គមសម្រាប់អន្តរកាលយុត្តិធម៌ផងដែរ។ ឯកឧត្តម មានសញ្ញាបត្រអនុបណ្ឌិត គោលនយោបាយសាធារណៈ ឯកទេសហិរញ្ញវត្ថុសាធារណៈ និងគោលនយោបាយសង្គម និងអនុបណ្ឌិតគ្រប់គ្រងការអភិវឌ្ឍន៍។ ប្រធានបទ ស្រាវជ្រាវ ជាស្នាដៃរបស់ឯកឧត្តម រួមមាន គោលនយោបាយទីផ្សារការងារសកម្ម និងនិន្នាការប្រាក់ឈ្នួលនៅកម្ពុជាជាដើម។

H.E. Bronh Sopheana is an accomplished public policy and research professional with expertise in skills development and labour market studies. As Secretary-General of the National Council for Minimum Wage, Ministry of Labour and Vocational Training, he leads research on wages, labour markets, and macroeconomic data to support policy development. He currently also serves as the Head of the Secretariat of the Inter-Ministerial Working Group for the Implementation of Cambodia’s Global Accelerator on Jobs and Social Protection for a Just Transition. Holding dual Master’s degrees in Public Policy with concentration on Public Finance and Social Policy and Master’s Degree in Development Management, he has authored significant studies on active labour market policies and income patterns in Cambodia.
