លោកស្រី Xiaoyan Qian បានចូលកាន់តំណែងជានាយិកាការិយាល័យអង្គការអន្តរជាតិខាងការងារ (ILO) ប្រចាំប្រទេស ថៃ កម្ពុជា និងឡាវ និងជាប្រធានក្រុមការងារសមរម្យនៃអង្គការ ILO ប្រចាំតំបន់អាស៊ីបូព៌ា និងអាស៊ីអាគ្នេយ៍ និងប៉ាស៊ីហ្វិក ចាប់តាំងពីថ្ងៃទី១ ខែមីនា ឆ្នាំ២០២៤ និងមានមូលដ្ឋាននៅទីក្រុងបាងកក។ លោកស្រីមានបទពិសោធន៍ជាង២៨ឆ្នាំ នៅក្នុងវិស័យសាធារណៈប្រទេសចិន ដែលភាគច្រើនជាមួយក្រសួងធនធានមនុស្ស និងសន្តិសុខសង្គម ក្នុងមុខតំណែង ជាន់ខ្ពស់ជាច្រើន។ បទពិសោធន៍ការងាររបស់លោកស្រី រួមមាន៖ ការបម្រើការងារជាង៥ឆ្នាំ ជាអនុព័ន្ធការងារអមស្ថានទូត សាធារណរដ្ឋប្រជាមានិតចិន ប្រចាំសហរដ្ឋអាម៉េរិក។ លោកស្រី មានជំនាញខាងផ្នែកកិច្ចសហប្រតិបត្តិការ អភិវឌ្ឍន៍ អន្តរជាតិ ការអភិវឌ្ឍគោលនយោបាយ និងការគាំពារសង្គម។ លោកស្រី បានបញ្ចប់ថ្នាក់បណ្ឌិតផ្នែកច្បាប់ ដែលផ្តោតលើ ក្របខ័ណ្ឌគតិយុត្តសម្រាប់ការធ្វើទេសសន្តរប្រវេសន៍អន្តរជាតិ, ថ្នាក់បរិញ្ញាបត្រជាន់ខ្ពស់ផ្នែកសេដ្ឋកិច្ច, និងថ្នាក់បត្របរិញ្ញាបត្រ ផ្នែកច្បាប់ផងដែរ។

Ms. Xiaoyan Qian assumed her duties as Director of the ILO’s Country Office for Thailand, Cambodia, and Lao PDR and Decent Work Technical Support Team for East and South-East Asia and the Pacific on March 1, 2024, based in Bangkok. She brings over 28 years of experience in China’s public sector, primarily with the Ministry of Human Resources and Social Security, in high-level capacities. Her extensive background includes serving for over five years as Labour Attaché at the Chinese Embassy in the USA. Her expertise spans international development cooperation, policy development, and social protection. She holds a doctorate in law, focusing on legal frameworks for international migration, alongside a Master’s degree in economics, and a bachelor’s degree in law.
