ឯកឧត្តម គួច សុមាន បានចាប់ផ្តើមបម្រើការងារនៅក្នុងក្រសួងការងារ និបណ្តុះបណ្តាលវិជ្ជាជីវៈ ក្នុងឆ្នាំ២០១២។ ឯកឧត្តម ធ្លាប់មានតួនាទីជាអគ្គលេខាធិការនៃអគ្គលេខាធិការដ្ឋានក្រុមប្រឹក្សាជាតិប្រាក់ឈ្នួលអប្បបរមា, អនុប្រធាននៃទីភ្នាក់ងារជាតិ មុខរបរ និងការងារ និងជាទីប្រឹក្សាអមក្រសួងការងារ និងបណ្តុះបណ្តាលវិជ្ជាជីវៈផងដែរ។ បច្ចុប្បន្ន ឯកឧត្តមមានតួនាទីជារដ្ឋលេខាធិការ នៃក្រសួងការងារ និងបណ្តុះបណ្តាលវិជ្ជាជីវៈ។ ឯកឧត្តម បានចូលរួមយ៉ាងសកម្មក្នុងការក្នុងការអភិវឌ្ឍ និងលើកកម្ពស់សេវាការងារសាធារណៈ, ប្រព័ន្ធព័ត៌មានទីផ្សារការងារ, សន្តិសុខសង្គម, ប្រាក់ឈ្នួលអប្បបរមានៅក្នុងប្រទេសកម្ពុជា និងគោលនយោបាយជាតិមួយចំនួន។ ឯកឧត្តម បានបញ្ចប់ការសិក្សាថ្នាក់អនុបណ្ឌិតផ្នែក Applied Labor Economics for Development ពីប្រទេសបារាំង និងអ៊ីតាលី, ផ្នែកគ្រប់គ្រង ពីប្រទេសបារាំង និងកំពុងបន្តការសិក្សាថ្នាក់បណ្ឌិតនៅសាកលវិទ្យាល័យ ណាហ្គូយ៉ា (Nagoya University) ប្រទេសជប៉ុន លើជំនាញសេដ្ឋកិច្ចអភិវឌ្ឍន៍។

H.E. Kuoch Somean began working at the Ministry of Labour and Vocational Training in 2012, and has held key positions such as, Secretary General of the General Secretariat of National Council for Minimum Wage, Deputy Director General of the National Employment Agency, and advisor to the ministry. H.E. Somean currently serves as the Secretary of State for the Ministry of Labour and Vocational Training. H.E. Somean has made significant contributions to Cambodia’s public employment services, labour market systems, social security, minimum wage framework, and other national policies. H.E. Somean holds a Master’s in Applied Labour Economics for Development from France and Italy and a Master’s in Management from France. H.E. Somean is currently pursuing a PhD in Development Economics at Nagoya University, Japan.
