លោក ស៊ឹម ភីរុណ បម្រើការងារជាទីប្រឹក្សាបច្ចេកទេសជាន់ខ្ពស់ នៅបេឡាជាតិសន្តិសុខសង្គម (ប.ស.ស.) ដែល​លោក​បាន​និងកំពុងផ្តល់ប្រឹក្សាបច្ចេកទេសលើការងារសំខាន់ៗ រួមមាន៖ ការគ្រប់គ្រងមូលនិធិ ការវិនិយោគ ម៉ូដែ​ល​វាយ​តម្លៃ​ហានិ​ភ័យ​វត្ថុ និងវិភាគ។ ការងាររបស់លោកបានគាំទ្រដល់ និរន្តរភាពហិរញ្ញវត្ថុរយៈពេលវែង របស់ ប.ស.ស. និងពង្រឹង​តួនាទី​របស់​ខ្លួន​ជាស្ថាប័នស្នូលនៃទីផ្សារការងារ ដែលជំរុញការធ្វើសមាហរណកម្ម ការការពារកម្មករនិយោជិត និងកំណើន​សេដ្ឋកិច្ច​ប្រកប​ដោយបរិយាបន្ន។

លោកបានបញ្ចប់ថ្នាក់បរិញ្ញាបត្រជាន់ខ្ពស់ផ្នែកហិរញ្ញវត្ថុ (Master’s degree in Finance) ពីសាលា École Normale Supérieure និងសាកលវិទ្យាល័យ Lumière Lyon 2 នៃប្រទេសបារាំង និងបរិញ្ញាបត្រផ្នែកសេដ្ឋកិច្ច និងគ្រប់គ្រង (Bachelor’s degree in Economics and Management) ពីសាកលវិទ្យាល័យភូមិន្ទនីតិសាស្ត្រ និងវិទ្យាសាស្ត្រសេដ្ឋកិច្ច។

Mr. Phirun SIM is a Senior Advisor at the National Social Security Fund of Cambodia, where he provides technical expertise across major areas, including fund management, investment, actuarial modeling, and business analytics. His work supports the long-term financial sustainability of NSSF and strengthens its role as a core labour-market institution advancing formalization, worker protection, and inclusive economic growth.

He holds a Master’s degree in Finance from École Normale Supérieure and Université Lumière Lyon 2 in France, and a Bachelor’s degree in Economics and Management from the Royal University of Law and Economics in Cambodia.
