ឯកឧត្តម ហេង សួរ បច្ចុប្បន្នជា រដ្ឋមន្ត្រីក្រសួងការងារ និងបណ្តុះបណ្តាលវិជ្ជាជីវៈ នៃព្រះរាជាណាចក្រកម្ពុជា។ ឯកឧត្តមរដ្ឋមន្រ្តី ក៏ជាសមាជិកឧត្តមក្រុមប្រឹក្សាសេដ្ឋកិច្ចជាតិ អស់រយៈពេលជាងមួយទសវត្សរ៍កន្លងមកហើយ។ ក្នុងរយៈពេលជិតពីរទសវត្សរ៍ នៃការបម្រើការងារជូនរាជរដ្ឋាភិបាលកម្ពុជា ឯកឧត្តមរដ្ឋមន្រ្តី បានបង្កើតនូវភាពលេចធ្លោ និង ចូលរួមចំណែកយ៉ាងសំខាន់ៗជាច្រើនមិនអាចបដិសេធបាន។ ឯកឧត្តមរដ្ឋមន្រ្តី ធ្លាប់បានបំពេញតួនាទី ជានាយក ខុទ្ទកាល័យ រដ្ឋលេខាធិការ ព្រមទាំងអគ្គនាយក នៃអគ្គនាយកដ្ឋានរដ្ឋបាល និងហិរញ្ញវត្ថុ ដោយឯកឧត្តម បានចូលបម្រើការជាមន្ត្រីរាជការ នៅក្រសួងការងារ និងបណ្តុះបណ្តាលវិជ្ជាជីវៈ ចាប់តាំងពីឆ្នាំ២០០៥ មកម៉្លេះ។  ក្រៅពីតួនាទីក្នុងជួររាជរដ្ឋាភិបាល ឯកឧត្តមរដ្ឋមន្រ្តី ក៏បានចូលរួមចំណែកយ៉ាងក្លៀវក្លានៅក្នុងសកម្មភាពសង្គមយ៉ាងច្រើន។ ឯកឧត្តមរដ្ឋមន្រ្តី ក៏ជាអនុប្រធានក្រុមប្រឹក្សាភិបាលមូលនិធិអភិវឌ្ឍន៍ជំនាញ និងធ្លាប់បានកាន់តំណែងជាប្រធានសមាគម អតីតនិស្សិតខ្មែរពីប្រទេសជប៉ុន ចំនួន ២អាណត្តិជាប់គ្នា ចាប់ពីឆ្នាំ២០០៨ ដល់ឆ្នាំ២០២១ និង ជាធ្លាប់ជាទីប្រឹក្សានៃមជ្ឈមណ្ឌលថ្នាក់តំបន់ដើម្បីអនាគតការងារចាប់ពីឆ្នាំ២០២០ ដល់ឆ្នាំ២០២២។ ឯកឧត្តមរដ្ឋមន្រ្តី បានបញ្ចប់ថ្នាក់អនុបណ្ឌិតផ្នែកគោលនយោបាយសារធារណៈ ជំនាញហិរញ្ញវត្ថុសាធារណៈ ពីសាកលវិទ្យាល័យ Hitotsubashi ទីក្រុងតូក្យូ ប្រទេសជប៉ុន។

His Excellency Heng Sour is currently the Minister of Labour and Vocational Training of the Kingdom of Cambodia and has been a Supreme National Economic Council member for over a decade. His career trajectory in the Royal Government of Cambodia began almost two and a half decades ago; his contribution is also pre-eminent and undeniably crucial. He was conferred responsibility as Director of Cabinet, Secretary of State, Director General of Administration and Finance, and Official in the Ministry of Labour and Vocational Training since 2005. In addition to his governmental responsibilities, he has enthusiastically contributed to social activities. He is a Vice-Chairman of the Skills Development Fund Board, has served 2 terms as President of Japan Alumni of Cambodia from 2008 until 2021, and has participated as an advisor to the Regional Centre for the Future of Work from 2020 to 2022. He holds a Master of Public Policy in Public Finance from Hitotsubashi University, Tokyo, Japan.
